Generally with a sharp object of some sort...
Knife, nail-clippers, scissors, seam-ripper, string-cutting tool, Katana, chainsaw... Whatever is handy.

YOu may want to put some tape where you cut, so the string does not fray. Then simply tie the slipknot.

tie a slipknot where you want it on the sting then use a pair of scissors to snip off the rest. This way you will avoid excessive fraying.
This also helps you get just the right length in one try.
